- Street Sweeping from Monday to Saturday
If residents observe that streets are not swept according to schedule, they may contact the Local Council without any delay. Your co-operation to keep San Pawl il-Bahar as clean as possible is much appreciated.
- Bulky refuse collection – at no charge
Bulky refuse collection is given to residents free of charge. Three items are collected at one call. Residents must call at the Local Council offices during office hours for an appointment.
- Collection of Recycled Waste
Collection of recycled waste in grey recycled bags is being held every Thursday afternoon starting from 12pm onwards. Complaints are to be forwarded to the Local Council or by contacting freephone on 80072200.

- Open Industrial Skips
The Council offers the service of open industrial skips for domestic and bulky waste
- Cleaning of Non-Urban Roads
Grass Cutting from Non-Urban Roads is done regularly to ensure safety on the roads. Although it is illegal and persons caught dumping in the countryside will be prosecuted, the Council offers cleaning service of any waste dumped in its non-urban areas
- Street Lamp Repairs
All street lamp repair in our locality are number, fall within the Council’s responsibility. These must be reported to the Council quoting the coded number, wherein the contractor is bound to repair within four working days.
- Upkeep and Maintenance of Soft Areas
All the soft areas and verges in the locality fall under the responsibility of the Local Council:
The trees along the promenade as well as those in various soft areas are pruned yearly and watered regularly as part of embellishing and as part of keeping the locality environmentally well maintained.
- Upkeep and Maintenance of Road Signs and Markings
As part of safety on the roads, these are refreshed yearly. New signage and street markings such as Reserved and Un/loading are to be approved by Malta Transport Authority prior to implementing.
- Upkeep and Maintenance of Public Conveniences.
The Council contracts the maintenance of five public conveniences namely:

- Daily transport for the elderly to the Day Centre
As part of hospitality to its elderly community, the Council funds the daily transport to and from the Day Centre as well as the cultural outings organised by the same Centre.
Elderly residents may enroll as members of the Day Centre.
- Daily transport for Skolasajf
Daily transport for children attending Skolasajf at the government primary school is also being funded for the residents. Non-residents are requested to pay a minimal fee.
- Internet Service
Internet service is offered free of charge to residents. Wifi subscriber laptop users may make use of this service at no cost at the Council during normal office hours
- Beach Cleanliness
The Council, in conjunction with the Ministry for Tourism is engaged in keeping its beaches as clean as possible. Public co-operation is appreciated to keep the beaches tidy at all times. The Council also installs litter bins for public use.
The Council also provides beach ladders for easy access to bathers.
It is imperative not to throw litter in the sea: it may be dangerous and contributes to pollution!
- Permits from Local Council
Regulations of 2002 regarding Activities requiring a Local Council's permit include:
Placing of skips in public property
Placing of kiddie ride machines in public property
Deposit of building material in public property
Deposit and use of crane and machinery in public property
Placing of tables and chairs in public property on special occasions for catering services
Placing of kiosk
Occasional Entertainment
A fee may be charged according to these Regulations.
The Council may deem necessary to commission a Local Warden for the duration of works.
- Trenching Works
All trenching works require a permit from the Local Council and other entities accordingly.
(TP6) Permit for Plant Maintenance and Street/Road Surface Repair Works not exceeding the total surface area of 5.00sq.m. and maximum of 1.5m in depth.
Applications can be obtained from the Council's office. A certificate from any insurance is required. Permit is then issued from the Local Council according to Legal Notice 313 of 2002.
(TP1) Permits for:
- the excavation of long trenches with a size over 5 sq m in surface area, by one and a half metres in depth
- road scarifying and resurfacing
- new construction of a road
- reinforcement of abutting road
An application for TP1 can be registered at the Local Council's office, at the Malta Transport Authority or any other entity. After the approval from various entities, the permit is then issued by the MTA according to Chapter 10, section 29 - Code of Police Laws.
- Trading Licences
Payments for Trading Licences are being accepted at the Council's Office during office hours. An automated receipt and certificate is issued with each payment.
- Payment of Bills
The Local Council offers the services for payments of:
- Rents on Government property
Payment on presentation of invoice from the Lands Department can be made at the Council's office. An automated receipt is given for each payment.
Exact amount as per invoice is appreciated.
- Payment of Police and Local Warden's Contraventions
Payments can be made at the Council's Office during office hours.
No payments can be accepted less than 3 working days from date of tribunal sitting. An automated receipt is given for each payment.
- Barbeques
Barbeques for groups also need the prior permission of the Local Council.
No barbeques are allowed near the Gillieru area.
Cleanliness after making use of the site for Barbeques is imperative.
